Russia has deployed cyber operations to interfere in foreign elections, launch disinformation campaigns, and cripple neighboring states—yet the regime has also maintained a thin veneer of deniability and avoided strikes that cross the line into acts of war. How should a targeted nation respond? The international effort to counter Russian cyber operations by imposing sanctions and indictments, in combination with a new defend forward approach, has done little to alter Moscow’s behavior. Therefore, in his new book on Russian Cyber Operations, Scott Jasper takes a deep dive into the legal and technical maneuvers that are used to avoid consequences, proposing that nations develop robust solutions for resilience to withstand future attacks.
